The rules of entry to Hungary for Hungarian and foreign citizens change in line with the prevailing epidemiological situation. You can enter Hungary by road, rail and waterway from the neighbouring countries without any epidemiological restrictions, regardless of your nationality and coronavirus immunity, but you must have other general conditions for entry (e.g. a valid travel document). However, when you are arriving by plane, there are restrictions.
Non-Hungarian nationals may enter the territory of Hungary only in exceptional cases, police agency may authorise entry if the applicant proves that the purpose of entry is:
freight traffic
official visit (the purpose of official visit shall be proved with documents)
Legal requirements relating to travel restrictions are not applicable to:
persons holding diplomatic or a diplomatic service passport or a service passport for seamen;
persons who, upon entry to Hungary, provide satisfactory proof that they fell ill with the COVID-19 disease during the 6 months prior to the date of making the border crossing;
persons who, upon crossing the border, provide proof of immunity to the coronavirus by presenting the official identification card, as well as official identification suitable for proving personal identity;
persons who hold an immunity certificate issued by a country which has concluded a bilateral agreement with Hungary and who verify their protection against the coronavirus by presenting an official certificate;
persons who hold an immunity certificate issued by a country in respect of which Hungary unilaterally recognizes the immunity certificates, and who verify their protection against the coronavirus by presenting an official certificate;
who, by presenting an immunity card issued by a country listed in MFAT Decree No. 17/2021 (V. 22.) on the unilateral recognition of immunity certificates, certifies his/her COVID immunity and a person under the age of 18 years under his/her supervision who enters Hungary along with him/her;
who certifies that SARS-CoV-2 coronavirus was not detectable in his/her body at the time of the study with a SARS-CoV-2 PCR test in Hungarian or English, which is not older than 72 hours, made in a country according to the 60/2021. (II. 12.) of the Government paragraph 3(2a) a)-i).
Those can also enter Hungary without restrictions who:
registered for a vaccine against SARS-CoV-2, if the purpose of their entry is to get vaccinated;
The police authority may allow entry if the applicant proves that the purpose of entry is
participation in a Hungarian court or public authority proceedings and the participation is certified by a document of a Hungarian court or an authority,
receiving health care service,
meeting study or exam obligations under student status
taking part in cargo related passenger traffic if the aim of the travel is either to get to the cargo transport’s point of departure, or to get home after carrying out such cargo transport duty,
participation in family events (wedding, funeral, christening),
taking care of a relative pursuant to the Act V of 2013 on Civil Code,
taking part in an international religious event of a special significance;
other justifiable reasons outside that covered by above mentioned points.

Covid crisis – review
During the covid crisis we at OTP Travel reviewed our current services which include leisure tourist groups, FIT programs and incentive trips in Budapest and neighbouring countries and tried to adapt to the new situation of the tourism market.
We estimate that after the crisis there will be a special demand for short term and more tailor made programs and tours. Therefore, besides our existing offer we included more small scale providers for examples from countryside such as unique attractions or special accommodations (not just big hotels but also apartments and family owned pensions). I can mention here forms like rural tourism, active tourism in the nature, thematic tours such as gastronomic and cultural routes. These will be available soon on our website.
Concerning our MICE and incentive services health and security is now priority. As we have local and direct contact to the hotels, event venues and restaurants we can ensure that your Clients’ expectations are fully satisfied with very high standards.
We are very optimistic and we hope that after the borders will be opened again without any restrictions we can welcome you in Hungary.

The Hungarian Tourism Agency (MTÜ) made an unusual tourism campaign film in which a hungarian song “I will come back” (Visszajövök from Bagossy Brothers band) can be heard. With this video the Agency is sending a message to Hungary that no one should give up hope, because together we will get successfully through the current difficult situation and set off again for the wonderful domestic destinations, but now the most important thing is to take care of each other.
